New Commission to be headed by Graham Allen MP

Chance UK welcomes yesterday’s announcement of a new independent commission into early intervention, which aims to ensure that children at greatest risk of multiple disadvantage get the best start in life. The commission is to be chaired by Graham Allen MP and has been confirmed by Secretary of State for Work and Pensions, RT Hon Iain Duncan Smith MP and Children’s Minister, Sarah Teather.

Early intervention can provide children with the social and emotional support needed to help fulfill their potential and break the cycles of underachievement which blight some of our poorest communities. The commission will look at and recommend the best models for early intervention and advise on how these could be extended to all parts of the country.

Chance UK’s Chief Executive Gracia McGrath OBE said, “At Chance UK, we have always advocated that for early intervention to succeed it needs to be outside of party politics. So we welcome the cross-party leadership of the commission all of whom are long-standing advocates of early intervention.

"We particularly welcome Graham Allen’s comment that for early intervention to be a success, it needs to span across a generation. It is very refreshing to hear from the Chair of the Committee that he knows there are no quick fix solutions.

“Chance UK have been providing an effective early intervention service for 15 years and have extended the work to all parts of the country through our partnership model. We look forward to playing a part in the government’s plans to provide children with the tools they need to fulfil their potential. ”

David Cameron launches initiative in Liverpool

Chance UK responded to David Cameron’s launch of the Big Society in Liverpool today, calling on the coalition government to provide financial support for the organisations already making the biggest impact in their local communities.

In a speech in Liverpool this morning, Cameron said groups of "vanguard" projects would be given an organiser and a team of civil servants from the Communities and Local Government department to help them with their work and to break through bureaucratic obstacles. The Prime Minister also confirmed plans to set up a Big Society bank, and expressed a desire to decentralise power.

Chief Executive of Chance UK, Gracia McGrath O.B.E., said, “We welcome the government’s desire to work in partnership with the voluntary sector, and their desire to expand the fantastic work happening in local communities.

“We would also call on them to back the projects that not only have the biggest impact, but also the ones that have the biggest savings for society. We also hope the coalition can ensure that this revolutionary approach will be utilised not just by central but also local government.”

Chance UK welcomes Justice Secretary's speech

Chance UK is encouraged by yesterday's speech by Justice Secretary Ken Clarke MP's on sentencing.

Clarke outlined plans to change what he called the "bang em up" culture of the last 20 years, and pointed towards preventative measures when the government's review of sentencing is published in the autumn.

Chief Executive of Chance UK, Gracia McGrath OBE, said, "We support constructive measures to reduce the UK's prison population. However, if the coalition government fails to address the long term reasons behind this growth and fails to invests in early intervention programmes like Chance UK, the impact will be short term and we will keep paying for our short-sightedness for generations.

“If funding for early intervention is not a central part of the justice review, Ken Clarke will be unable to have the impact on prison numbers that he wants, and we will continue on this endless cycle of offending and reoffending."

"We have the evidence that we work, and there is even more evidence to support the effectiveness of similar programmes. We hope the government adopts an approach based on what really works."

Chance UK's new partnership programme, Bolton Lads and Girls Club, has been announced as one of 103 UK volunteering groups to win this year’s The Queen’s Award for Voluntary Service, the MBE for volunteer groups.

Chance UK was one of the government's GoldStar mentoring programmes along with BLGC, who have just become Chance UK's latest partners. The two organisations will provide a seamless mentoring service for 5-19 year olds, and are in talks to identify a pilot area for this work.

Bolton Lads and Girls Club has received the Queens Award for its inspirational Mentoring Project, which sees young people receive one-to-one and group support from responsible adult role models, who volunteer their services.

The club’s Mentoring Team will receive a certificate signed by the Queen and an exclusive commemorative crystal at a special ceremony.

Karen Edwards, chief executive of Bolton Lads and Girls Club, said: “We are delighted to accept this award and to receive such high recognition of our work with young people in Bolton. The Mentoring Project reaches out to the young people who are most in need of positive role models and helps to guide them to a brighter future. We accept this on behalf of all of the staff, volunteers and young members of Bolton Lads and Girls Club.”

Gracia McGrath OBE, chief executive of Chance UK, said: "Everyone at Chance UK is delighted that such an inspiring project has received such a prestigious award. The Queen's Award for Voluntary Service is the highest accolade that any volunteering project can receive, and we look forward to working more closely with our new partners in the future."

Our response to the Queen's Speech

Chance UK today responded to the Queen's Speech, outlining the coalition government's legislative programme.

"There is a real need to ensure that public money is used wisely, and we can see that the new government are trying to do that across the board," said Chief Executive, Gracia McGrath O.B.E.

"It would make sense that as they flesh out their plans for fighting crime, that the cheapest and most effective methods are prioritised. That puts early intervention schemes like Chance UK's at the top of the list.

"It's also good to see that the coalition are committed to improving schooling for children from the most deprived backgrounds", Gracia added. "One of the main calls from our manifesto was to keep children in school as far as possible, and we'd like to see projects like this continue."

New government's plans to tackle crime announced

Chance UK responded to the coalition government’s programme for government today, calling for more early intervention to tackle crime.

The Liberal Conservative coalition published its plans for criminal justice today, which include a "rehabilitation revolution" that will pay independent providers to reduce reoffending.

“Reducing reoffending is an important part of the overall crime reduction strategy and it’s good that the government address it,” said Chief Executive Gracia McGrath O.B.E., “but intervening when a child is showing the warning signs of criminal behaviour later in life is even more crucial. Not only are projects like Chance UK’s more effective and easier than later interventions, they are also significantly cheaper.”

“We call on the coalition government to seek input from organisations like Chance UK with the expertise and experience in early intervention to ensure that this vital strategy of reducing crime in a recession is not overlooked.”

Chance UK are pleased to announce the commencement of a mentoring partnership programme with Women's Aid Montmouthshire.

As part of our national expansion programme to help reach more children, we support other organisations to deliver the Chance UK mentoring scheme locally, and are delighted to open our first mentoring programme for children in Wales.

"When we realised that 90% of the children affected by domestic abuse we were working with were boys, aged between eight and 11 and displaying behavioural difficulties, we knew they needed more targeted support," says Louisa Scott, project worker at Women's Aid Monmouthshire. "Chance UK's mentoring programme is exactly early intervention model we need. It will help the children's confidence, improve their self-esteem and find new ways of overcoming their challenges."

They have been awarded three years of funding from Chance UK funders Children in Need. They have already set dates to train their first intake of mentors, and we look forward to working closely with Women's Aid Monmouthshire to support their work.

I was in the audience for David Cameron's speech yesterday, and the question I still wanted an answer to at the end was what the Conservatives will do about early intervention programmes to stop youngsters falling into
anti-social behaviour and crime in the first place.

The Tories have made a commitment to maintaining funding for Sure Start, but what about the primary school age children my organisation deals with?

In the UK we imprison more young people than any other EU country and spend 11 times more on locking up young offenders than on projects to prevent crime. 80 per cent of those in jail had mental or behavioural difficulties as children and 49 per cent were excluded frm school. Our programmes cost Pound4,000 per child per year. A young person not in education, employment or training costs society an average of Pound100,000 by the time they are 18 and Pound200,000 by the age of 28 in benefits, criminal justice system and drugs treatment costs.

If Cameron wants "common sense" it is clear which approach he should endorse.

From the perspective of Chance UK, where most of our work is carried out by highly dedicated volunteers there is much to be said for the Big Society vision - as long as it is recognised that every child in difficulty is everyone's responsibility. We need ministers to commit the money for early intervention projects now for 10 years, recognising this is a fundamental step that society needs to take regardless of the economic situation.

Support our vision for early intervention

Chance UK's Manifesto

The UK spends 11 times more on locking up children than it spends on preventing them going to prison in the first place. Our prison population is by far the highest in Europe, and we're building even more prisons to accommodate this ever expanding number.

Chance UK's calls on the next UK government to:

1. Prioritise early intervention schemes

80% of crime is caused by adults who displayed behavioural difficulties as children*. It is therefore vital to intervene early with children at risk. Schemes like Chance UK can cost as little as Pound4,000 per child per year, whereas each adult offender can cost the taxpayer up to Pound200,000 a year - to say nothing of the emotional impact they have on their families and victims. Early intervention schemes are more effective and cheaper than punitive ones. Therefore we call on serious funding to back them.

2. Keep children in school

49% of the prison population were excluded from school as children**, compared with less than 1% of the current school population. Children who are excluded from school are more likely to be involved in criminal and anti-social behaviour, since they are more likely to socialise with older children already engaging in these activities. If children who are too difficult to manage in a classroom are sent home, they may actively try to be excluded, so instead they should kept on the school premises in a room separate to the classroom.

3. Give children somewhere to go

No matter where they live or how old they are, all children need a safe place to socialise and use their energy in positive ways. Every city, town and village in the country should have youth centres and play areas that allow children to have fun and enjoy healthy emotional wellbeing. This will lead to higher self esteem, which in turn is the cornerstone of educational achievement and cohesive communities.

A stronger approach to early intervention needed from all political parties

Early intervention children’s charity Chance UK criticised the approach of all three political parties to preventing crime as outlined in their election manifestos as not going far enough..

While all three manifestos contain positive ideas, none of them contain concrete commitments to fund projects that are proven to be effective at preventing children becoming engaged in criminal and anti-social behaviour later in life.

“As an early intervention charity, we would welcome Labour’s proposal to expand Family Nurse Partnerships and Family Intervention Projects, the Conservatives’ commitment to Sure Start and the Liberal Democrats pledge to scrap the new prison building scheme,” said Gracia McGrath O.B.E., the charity’s Chief Executive.

“But if any of the parties are serious about reducing crime long term, they need to really back early intervention programmes. We need serious money to fund this work, and not just the odd bit of change that parties find down the back of the sofa.”

“If we want to reduce crime, stop our descent into gang culture and end our shameful reputation for locking up more children than any other European country, then we need to act now. For every pound we spend on early intervention now, we save Pound10 in the future. If politicians only want to see this in a purely financial light, early intervention is still the answer.”

Former Chance UK mentor challenges John Sergeant on live TV

Chance UK featured prominently on BBC's Question Time following the historic first debate between the leaders of the three main political parties.

John Sergeant was questioning the value of volunteers in delivering public services, when former Chance UK mentor Maria Ioannou spoke to deliver a passionate defence of the value of voluntary workers in vulnerable children's lives.

"I mentored a child who was in a school for disruptive pupils and had been failed by the teachers and welfare officers," Maria said in the live debate. "It took me as a volunteer to support to get back into mainstream school. I didn't further my own needs in any way, I just helped that child for one year.”

You can still watch Maria's contribution on BBC iPlayer - just go to 31 mins in.

Chance UK today joined The Fear Factory coalition, a voluntary sector movement to change the way those at risk of offending are perceived and helped.

Gracia McGrath O.B.E., Chief Executive of Chance UK, said, “Early intervention with our most vulnerable and at-risk children is the most effective approach to dealing with youth crime and its wide-reaching effects. Only by recognising the warning signs early on and doing something about them can we really change lives. It is encouraging to know that so many other organisations feel the same way, and we encourage everyone to watch the film and learn more.”

Institute of Fundraising wants to make claiming easier for charities

Chance UK is calling on its supporters to sign the online petition to help charities claim tax relief on donations.

The Institute of Fundraising is petitioning the Prime Minister to make changes to Gift Aid so that charities can more easily benefit from the full amount of tax paid on donations by higher rate tax payers.

The modern Gift Aid scheme fails to maximize its potential, particularly in terms of the ‘moderately wealthy’ giving modest sized donations.

While charities can reclaim the basic rate of tax on donations, higher rate tax payers are able to reclaim the difference between the basic and higher rates of tax for themselves. They can donate this additional amount to one charity through their self-assessment. In reality, only 50% of higher rate tax payers complete a self assessment, representing a considerable loss of potential income for charities.

The Institute of Fundraising is calling on Government to make it easier for charities to benefit from this additional relief by allowing them to claim the money directly. The proposals maintain the option for higher rate donors to keep the relief for themselves which can act as an incentive for some higher rate donors but they also introduce a great opportunity for charities and indeed beneficiaries.

Full details of the proposal and information about the additional ‘missing’ relief are available on the Institute of Fundraising website.

Innovative new scheme proves Chance UK saves money

Chance UK appeared in The Times this week, discussing the economic impact of its work via the Pro Bono Economics scheme.

Founded by the chief executive of a leading charity and a Bank of England economist, Pro Bono Economics seconds government economists to charities to evaluate the economic impact of their work, and has attracted support from the highest echelons of the private and public sectors. Chance UK is one of six pilot projects to benefit from the initiative.

Gracia McGrath OBE, Chief Executive of Chance UK, said: “We know that our work makes a difference in human terms. But stories are not always enough, so we need to be able to measure our impact in pound signs.”

Sir Gus O’Donnell, head of the Civil Service and a patron of the charity, said: “A lot of economists in the GES and elsewhere are involved in helping to solve real-world problems and in studies trying to make projects work. This is a small step for us. Charities are full of passion but there are instances when data collection might make them better informed.”

Chance UK also fully supports the “Backing the Future” report of its partner Action for Children, which shows that every Pound1 spent annually on early intervention services for children like that provided by Chance UK generates savings for the tax payer of between Pound7.60 and Pound9.20.

Chance UK won the Centre for Social Justice award for exceptional poverty fighting charities at an awards ceremony in central London last night.

The award was presented by Campbell Fleming of event sponsors JP Morgan, and it recognises “innovative and effective poverty fighters” across the UK, with over 335 organisations applying for the national awards programme. The award was accepted by Lucy Barrett, a volunteer mentor with Chance UK, and a Pound10,000 donation from JP Morgan was also awarded as part of the prize.

CEO OF Chance UK, Gracia McGrath O.B.E., said "We are delighted to have won this prestigious award, and are grateful for the sponsorship from JP Morgan, which will help ensure that more children receive our crucial services. The award recognises the hard work of our board, staff and most importantly our volunteer mentors who are making such a difference to the lives of children in London and nationwide."

The Centre for Social Justice is a think-tank set up by former Conservative Party leader Iain Duncan Smith. Mr Duncan Smith said, “I would like to congratulate all the organisations who were nominated for this year’s awards. The CSJ Awards are a way to recognise and highlight the outstanding work of the country’s voluntary and faith-based organisations that have been pioneering solutions to the problems associated with our broken society.

“Every one of the organisations nominated for our awards are restoring hope to some of our country’s most disadvantaged communities. They work hard, with little or no money, recognition or support and yet they are overcoming the social challenges that have defeated the agencies of the state. Their efforts show that the war on poverty can be won.”

Chance UK launches research into impact of mentoring

Peter K Smith and Sharon Howard of Goldsmiths University of London recently undertook an analysis of the effectiveness of the Chance UK mentoring programme.

The research followed the progress of 100 children who had had mentors over the past five years, and evaluated the short term and long term impact of having a Chance UK mentor.

The findings were extremely positive, showing a decrease in hyperactivity-inattention, emotional symptoms, conduct problems and peer problems for all children, with an increase in pro-social behaviour. Children also retained many of their improvements three to five years after the mentoring ended.

We believe this is proves how much impact mentors have with the children we work with, and how much difference you can make as a mentor with Chance UK.

You can download a copy of the full report, or read the executive summary below. Chance UK is greatly indebted to Peter Smith and Sharon Howard.

Executive summary

Direct quotes from their findings are in italics.

Methodology

All children passing through the Chance UK programme have been evaluated at the beginning and end of the mentoring year using the Goodmans (1997) Strength and Difficulties Questionnaire (“SDQ”). Goodmans (1997) Strength and Difficulties Questionnaire is widely used as a behavioural screening instrument and assesses children’s positive and negative attributes across 5 scales: hyperactivity, emotional symptoms, conduct problems, peer problems (the four difficulty scales) and prosocial behaviour. Assessment is for those children most likely to go on to criminal, offending and anti-social behaviour.

Chance UK uses the Total Difficulties scores for the selection of children for their mentoring programme. A child must score more than 16 to be offered mentoring and the average score of children taken onto the Chance UK mentoring programme is 29. To put this into context – a child who is unlikely to go on to criminal, offending and anti-social behaviour will score an average of 8.5 (boys) and 7 (girls). A score of 16 is more than one standard deviation above the mean in terms of the normative sample. The Impact Analysis was in three parts.

Part One: Analysis of SDQ scores of Mentees.

The SDQ scores of one hundred children who had been mentored over the last four years were evaluated. The SDQ scores of parents/carers and teachers/referrers and mentors were analysed.

“Our main finding, and a most encouraging one, is of a substantial improvement in SDQ scores across the year on mentoring. The Total Difficulties scores decrease (all four subscales decrease), and the Prosocialscores increase. These changes are of the order of one standard deviation, which is quite a substantial effect.

“Overall, it appears that Chance UK mentoring is associated with a substantial overall improvement in SDQ scores, and that this holds true for all 3 raters – parents, teachers and mentors. This suggests an overall improvement in general behaviour, since these raters appear to be responding to different aspects of a child’s behaviour, in different contexts. ……The improvements are found in each year, for male and female mentors, male and female mentees, and across the range of children participating.”

After passing through the Chance UK mentoring programme, 98% of children achieved a reduction in SDQ scores; 51% scored under 16; all scores on the four difficulty scales (hyperactivity, emotional symptoms, conduct problems, peer problems) decrease and prosocial behaviour scores increase.

Part Two: Retrospective study of cases selected on basis of prior SDQ change scores.

Forty of the original hundred cases were selected for further study. The cases where the SDQ change scores indicated considerable improvement (a drop of 13 to 33 on the SDQ score); and the cases that showed smaller improvement (a drop of 1 to 3 on the SDQ score). This was used to gain insight into the cause of successful or unsuccessful outcomes which has been helpful in improving matching and more generally improving the programme going forward. In addition this part of the Impact Analysis concluded:

“Overall ....this retrospective study on a sample of mentored children reveals positive comments regarding improvements in personal and interpersonal behaviour control and in the learning of new skills/ experiences (physical and educational)……Moreover teachers generally rated an improvement in behaviours such as concentration and behaviour/emotional control and in thepupils’ relationship with peers and adults. This suggests that an overall improvement in the mentored children’s general behaviour across their every day life across various contexts and environments (e.g. school, home and outside).”

Part 3 Longitudinal study of Current Mentees.

Five children were selected at random and evaluated in detail before, during and after the child’s mentoring. All five were boys aged between 8-10 years old, two were White, two were African-Caribbean and one African. Three lived with their mother, two with their grandparents and one was in regular contact with his father. Two were statemented or had special needs; four had difficult peer relationships and all five had challenging or aggressive behaviour.

The process included monthly interviews that focused on the quality of the mentor-mentee relationship. The interviews evaluated the children and their families’ satisfaction to establish whether or not there had been an improvement in the child’s behaviour.

“The longitudinal interviews obtained from the five boys and their parents/carers showed that overall there was a substantial improvement in all of the boys SDQ scores after completing Chance UK’s mentoring. Ratings by the children and their parent/carers generally showed an agreement between the raters on an improvement of personal academic achievement. There was also an improvement in their personal and interpersonal behaviour control”

Breakdown of changes

Child A: -12 in SDQ scales; +2.75 in prosocial behaviour scores

Child B: -10.25 in SDQ scales; +1 in prosocial behaviour scores

Child C: -7.75 in SDQ scales; +.75 in prosocial behaviour scores

Child D: -8 in SDQ scales; +3.5 in prosocial behaviour scores

Child E: -4.75 in SDQ scales; +1.75 in prosocial behaviour scores

Final Thought From Chance UK

Whilst the results of this analysis might seem impressive, there are lessons for Chance UK to learn from this research:

More intensive work is needed to engage parents/carers during and after the mentoring process.

A need exists to identify a wider range of services for the most vulnerable children post-graduation.

A need exists to identify further cost-effective activities that children can continue with post-graduation.

Further consideration could be given to effective cross-sex mentor-mentee matching.

Funding could be sourced for ongoing retrospective follow-ups for children who complete the programme.

Chance UK acknowledges that there is no silver bullet for the complex issues that we face in our modern society. However, we do assert that it is an important piece in a collection of programmes and initiatives that together can have a substantial positive impact upon our society. We commend all the mentors who have volunteered for the programme. Thank you from Chance UK.

Children with lower scores maintained improvements in personal and interpersonal behavioural problems; children with higher scores maintained improvements in punctuality, attentiveness, ability to follow instructions, interpersonal relationships with peers and adults. There are a range of reasons that can create this difference, for example: some children’s home lives have exceptional levels of difficulty; there can be a lack of parental involvement with the school or a lack of parental involvement with the child.

We are delighted to say that Chance UK has now received a cheque for Pound131,000 to kick start our new South London Programme over 3 years. This money will pay for mentor expenses and session costs and we are hugley grateful for the support Children in Need has given us. This is the biggest sum of money they have given to a single charity and this cheque means they have now funded us for over 10 years.

Funding withdrawal threatens Chance UK's work in Hackney

Chance UK currently works with 60 children a year but Hackney Council is cutting our funding, which has resulted in our having to reduce our service. This has impacted on half the places we provide.

Additionally, Hackney are reducing the funding retrospectively from April last year, which means that the service we have provided for the last year will not be paid for. This will be a huge financial blow to the organisation which, like all voluntary organisations is already suffering as a result of the credit crunch.

At a time when all political parties are in agreement that the best way to impact on youth crime, gang membership and gun and knife crime is early intervention work, it is short-sighted for Hackney Council to be reducing its funding. Hackney is an area of the country that has some of the highest levels of these crimes and therefore it is irresponsible of the council to be decreasing its support for this award-winning and widely recognised early intervention programme, that not just achieves results but can prove it achieves them.

Chance UK and Gold Star Plus get Ministerial Recommendation

On Tuesday 18th November the Prime Ministers think tank the Council on Social Action, launched its report on mentoring and befriending ‘Side by Side’. The report outlines 40 recommendations for the expansion of one-to-one support programmes to be available to all children and young people across the UK.

One of the top 20 recommendations is that the expertise of the Gold Star programmes be to:

“Promote one to one support for children and young people in order to bring about a cultural shift in both attitudes to children & young people and to volunteering as a way of bring about a change in society. In addition we (Gold Star Plus) intend to bring about a cultural shift in how third sector organisations share ideas and spread effective services.”

It will:

Raise the profile of children’s and young people’s mentoring and

befriending opportunities nationally.

Increase the number of young people accessing mentoring services.

Increase the number of volunteer mentors across the UK and ensure

high level training.

Develop a generic mentor training programme that all projects

should adopt as a basis, with an option to add on project specific

elements – this could be accredited.

Provide for best practice sharing and networking.

Create a shift in culture within communities around sharing ones

own experiences and supporting another individual.

Improve mentoring and befriending services for children and young

people nationally.

Generate clear evidence of what works through impact

measurement.

The report says:

'This would require significant investment, early figures suggest a total cost of around Pound3.2m over five years, but given the accumulated experience in this group and the impressive records of its members, it would be inconsistent to progress on other fronts and not give serious consideration to this one. Without a continuation of the existing funding beyond March 2009 the sectors leading agencies will all be making service cuts in the next six months. With additional investment they have the knowledge and the expertise to make a step change in both the extent and the standards of mentoring and befriending for children and young people'.

Chance UK are leading this work on Gold Star Plus and it’s Chief Executive Gracia McGrath says:

“We welcome the Council on Social Action’s report ‘Side by Side’ and in particular its recommendations that ministers and officials examine ways of taking forward our proposals.

The Gold Star organisations have received significant investment from Government over the last seven years and as a result we have become, as the report states a ‘unique repository of wisdom and experience’. As GoldStar organisations we understand that the safe working practice of mentoring and befriending organisations is paramount and will be at the heart of our work. “

Chance UK mentors invited to Buckingham Palace to meet the Queen

In celebration of five years of the Queens Award for Voluntary Service, previous winners were invited to Buckingham Palace to a reception hosted by the Queen. As one of the 2006 winners, Chance UK was invited to send two mentors to represent the organisation.

Here is Perry and Fabian's story:

'May I say what a fantastic time was had by all.Walking through the gates, passing through lavish halls and rooms (plenty of bubbly)'. Meeting the Queen and The Duke of Edinburgh was such an overwhelming experience that will last a lifetime, said Chance UK mentor, Perry Stephenson who attended the event. "I was fortunate enough to speak to The Queen about Chance UK.

A great moment for Fabian and myself happened towards the end. We were talking and were interrupted by Princess Anne. She was so down to earth it was amazing. She said she was sorry she couldn't mentor!

She was definitely the hightlight of the night. She was approachable and seemed to have a genuine interest in mentoring' said Fabian.

May I again take this opportunity to thank all of you at Chance UK to allow me to mentor and the opportunity for the Queen to meet me' (from Perry).
